Scoring and Selection Methodology:1. Application Review by the OrganizersFollowing the application deadline, the Organizing Committee conducts an administrative review of all submitted applications. This review verifies compliance with the formal eligibility and submission requirements, the completeness of the required supporting documentation, and the proper completion of all mandatory fields and sections of the application form.
Applications that do not satisfy these requirements are excluded from further consideration. Applications that pass the administrative review are forwarded to the judges assigned to the relevant Award Nomination for evaluation during the Judging Session.
Passing the administrative review does not constitute a substantive assessment of the nominee’s achievements or guarantee inclusion in the shortlist.
2. Judging Session and Selection of FinalistsEach judge independently scores the applications assigned to them using a 100-point scale, with a maximum total of 100 points distributed across the General Evaluation Criteria and the Additional Criteria for the relevant category.
Scores are recorded individually and confidentially. Judges may add comments and recommendations.
The average of the judges’ scores is calculated for each application. The five nominees with the highest average scores in each nomination are shortlisted as finalists. If fewer than five eligible nominees have completed this stage, all are shortlisted.
A tie affecting the final shortlist places is resolved through an additional scoring round involving only the tied nominees. If the tie remains, the Chair selects the nominees for those places using the applicable evaluation criteria.
Scores at this stage determine the shortlist, not the winner.
Voting Procedure for Determining Winners:1. Individual Assessment of FinalistsEach judge receives voting forms identifying the confirmed finalists in their assigned nomination or nominations, together with the materials needed for evaluation.
The judge conducts a separate assessment of the finalists using the same 100-point scale and applicable criteria, then identifies one finalist as their preliminary preferred candidate. Scores from the Judging Session are not added to this assessment.
This personal preference does not determine the final winner.
2. Panel DeliberationThe judges assigned to each nomination meet in a secure, moderated session to discuss all confirmed finalists and their achievements.
The shortlist remains unchanged. Following the discussion, judges may confirm or revise their preliminary preference.
3. Final VoteEach judge casts one confidential vote for one finalist in the relevant nomination.
The finalist receiving the greatest number of valid votes is declared the winner, subject to the tiebreaker rule below. Scores are not added to the vote count.
A vote is valid only if it identifies exactly one finalist participating in that vote.
4. Tiebreaker RuleIf finalists are tied for the greatest number of votes, the Chair of the Judging Panel casts the deciding vote among them.
If the Chair abstains, a confidential revote is held only among the tied finalists. The same voting and tiebreaker rules apply.
The assessment of finalists, deliberation, final voting, and any revotes must be completed within the final jury voting period specified in Section 5.
Individual scores, preliminary preferences, discussions, and votes remain confidential. The Judging Panel’s decision is final and binding.
